Okay, here's the problem. InDesign divides this sentence
Generally, for rail transit projects in the United States, the Federal Transit Administration (FTA) approval process remains open during the preliminary design phase....
.... after the word Transit, even though there is enough space to break it like this:
Generally, for rail transit projects in the United States, the Federal Transit Adminis- tration (FTA) approval process remains open during the preliminary design phase....
InDesign *will* divide the sentence like this:
Generally, for rail transit projects in the United States, the Federal Transit adminis- tration (FTA) approval process remains open during the preliminary design phase....
Yep, it will hyphenate the *uncapitalized* word, but not when it's capitalized.
I did everything I can think of: verified the hyphenation in the dictionary, added the capitalized word to the hyphenation dictionary, switch between paragraph composer and one-line composer. I checked to make sure there wasn't a discretionary hyphen in front of the word, prohibiting hyphenation and it doesn't have No Break applied to it. I tried to make enough room by kerning the whole line tighter, but ID didn't split the word until I tightened it for enough to fit the entire Administration in there.
