Indeed, ID eyedropper only works in ID... it always works for me provided I actually have the correct "frame or the background" option selected in color pallet. (no matter what object is selected with what tool, it doesn't fill your frame's background unless the background is active in color pallet)
Say, if you REALLY want to eyedropper a web page in your browser, or anything else on your Mac, use Apple's DigitalColor Meter (in utilities) ... it won't magically color your background, but you can eyedropper and hold, then copy color and paste it into any other program...
3rd party apps like xScope and Art Director's tool kit do that too...
