Besides using paragraph rules, you may also be able to insert the line as an anchored object. (Though that may not be any faster than adding in your hard returns.) And it would probably have to be done manually.
This does relate to a question a colleague of mine has been wondering about: Is there any way to search for a line break that InDesign creates? Obviously you can search for a manual return and anything that the user puts into a document, but somehow, is there a way to search for the line breaks that InDesign creates when it has to wrap text to a new line?
If there was, then it would be a joyous day and Pat could simply do a search and replace.

If I set a "rule below" for a paragraph style, is there any way to get the rule to appear on all lines if the text wraps over two or three lines? Logically not ... As it's a PARAGRAPH rule ... But is there another way to achieve the effect? I guess an underline would work but there doesn't appear to be a way to make the underline go all the way across the line. For example I want to achieve this:
1234 Longname Street, Somewhere, __________________________________ New York 12345 __________________________________
?
